SUMMARY

In summation, my energy has always focused on improving the quality of life within my community. This improvement can be accomplished and realized in the short run through program, and service delivery improvements and business development. The long term challenge is to effect change, impact the organizational systems without losing the uniqueness and feeling of community, while building responsive service systems. We are on the verge of discovery each time we work together as a team to improve our human relationship, this is our community task now and going into the future.

ACHIEVEMENTS:
: Areas of consultation have involved profitability analysis for business expansions, business process redesigns and improved product quality;
: Development of selection criteria for cash management services offered by financial institutions to a Tribal client;
: Design of project management scope of work for an expanded Reservation health care system;
: Design strategic and long range planning process for Tribal education system; : Development of strategic plan for national firm offering technical assistance to the Gaming industry;
: Designed a funding strategy for recovery of reservation lands in conjunction with the development of a private non- profit educational/cultural foundation for the purpose of protecting reservation land boundaries;

GENERAL MANAGER Oneida Nation, Oneida, Wisconsin, November 1992 to December 1998

Provided strategic leadership in the development and management of the Oneida Nation. Involved in all aspects of the day-to-day operation including: Economic Development and Planning, Enterprise Operations, Public Works, Human Resources, Health and Social Services, MIS, Communications, and Regulatory Areas. Supervised and coordinated the work of the 8 Divisional Directors responsible for these areas which consisted of 3500 employees and $150 million dollar annual budget.

ACHIEVEMENTS:
: Developed project management plan for the design, development, and construction of the Oneida Casino and Radisson Hotel expansion;
: Design and implementation of financial strategies that protected the fiscal stability of the Tribe through the development of tribal corporations to entertain joint venture opportunities with non-tribal business interests;
: Economic Diversification projects in Banking, Electronic Assembly, and Licensing Agreements of a digital communication system business.
: Development, Design and Implementation of Management Information System analysis for the entire organization;
: Introduced a communication design for reporting to the General Tribal Council which provided the membership with an illustrated version of graphic design of organizational performance;
: Forged Service Agreements with local municipalities that honor and expand Tribal national sovereignty while allowing continued growth of business;
: Negotiated Tribal State Compacts: Responsible for project management and facilitation of the negotiation process between the 12 Wisconsin Tribes and the State of Wisconsin;
: This three year process involved coordination and facilitation of complex and diverse interest among the Tribally elected officials and the Governorís office and has resulted in finalized agreements between each respective tribe and the State of Wisconsin;
: Turtle School Elementary School Project - programming, design and construction of a new elementary school with a capacity of 650 students. Facility won several awards for the unique design in the shape of a turtle which is a key foundational figure of the Oneida culture;
: Continuous Improvement strategies entitled Seven Generation Planning which capitalized on the history and cultural themes of the Oneida Nation which emphasized long term strategic planning to provide the greatest stability for the coming generations of Oneida membership;

: Development of systems re-design architecture for improvement of enterprise performance, service delivery and distinction between organizational behavior, as well as the responsibilities as a tribal government. ECONOMIC DEVELOPMENT MANAGER

Responsibilities included identification, development and implementation of an Economic diversification plan for Oneida reservation. Developed strategic planning for strengthening Tribal Economic system.
Monitoring enterprise activities/performance and development of performance strategies for profitability and/or human resource assessment to assure efficiency and effectiveness.

ACHIEVEMENTS:
: Expanding the Economic Development staff from 2 staff people to the present size of 6 project managers to coordinate project management of economic projects;
: Developed Project Team approach to accomplishing large project tasks such as Casino Construction and Gaming Expansion;
: Established criteria for industry trend analysis to guide the development of Business acquisition strategies;
: Establishment of High Tech Industrial Park in conjunction with local municipality;
: Established program requirements for project management for Economic Development staff.

The following is a summary of professional educational positions that were held in the Oneida School System in progressive order from most recent position.

PRINCIPAL, Vice Principal and Cultural Instructor Oneida Tribal School, Oneida, Wisconsin School Service - September 1980 - April 1992.

ACHIEVEMENTS:
: School expansion strategies;
: Development of strategic learning themes for families;
: Design and implementation of early childhood reading project utilization of computer systems.

Instructional Position Profile:

January 1982 - April 1987: Oneida Tribal School Culture Instructor Responsibilities: Provide direct instruction in grades K-8 Oneida culture. The primary focus was the integration of Oneida Language and Cultural stories that would illustrate and examine the thinking patterns of logic within our Native language. Oneida Language was linguistically examined and utilized to demonstrate the origin of foundational principles and philosophy of our people. The development and design of cultural curricular units was the result of this instructional approach to integrate the indigenous patterns of thinking and feeling into all aspects of instructional units..

April 1987 - July 1989 Vice-Principal, Oneida Tribal School

Responsibilities included the supervision of all instructional staff and overall functioning of the school and student population. Accomplishments during this period: the school implemented a school wide disciplinary system that identified the unique aspects of language and cultural integration within the school environment. The integration and utilization of the natural world also led to the design of specific projects that demonstrated outdoor/ environmental education. Additionally during this tenure, the school staff initiated the design and development and adoption of an effective schoolís plan.

July 1989 - April 1992 Principal, Oneida Tribal School

Responsibilities include the daily management of school functions. During the tenure of supervision of teaching staff expanded from 30 -70 professional staff and student body grew from 90 - 265 students. During this tenure an instructional programming plan was developed which integrated the unique aspects of Oneida Culture in to the physical planning components for new construction. This served a guiding document in the completion of a new school facility which is now known as the Turtle School, the elementary and middle school facility for the Oneida Nation .

This school facilities plan also contributed to the development of a high school academic program which was directed to be contingent upon the implementation and concurrent with the construction of an Elementary facility. The design and development of a Tribal School System continues to be an ongoing learning model for the Oneida Nation.

: Participation in community activities have ranged from elected positions as well as volunteer positions that provide input and leadership to collective growth and responsibilities toward a higher quality of life for families in the Oneida Community.

Scope of Involvement:

: Four years as an advisor/consultant, developing Teacher Training modules in the area of Alcohol and other Drug Abuse for Native Communities. The highlight of involvement has been the development of a computer software program for the classroom.
: Five years as a consultant in the area of pre-college programming for the organization; the primary scope of this task involved working with pre-high school and high school students in cultural values/self esteem sessions, facilitation of talking circles to enhance in a participatory process for young people.
: Served the last six years in an advisory capacity to A.I.S.E.'s on the Council of Elders as an interpreter and facilitator. This role is best described as advisory to encourage young people in college to produce positive results for their communities.
: A special note: I have gained great satisfaction in encouraging young Indian people to achieve not only post secondary but have also witnessed individual achievement of professional degrees as engineers, lawyers and doctors i.e..

: St. Norbert College - Lilly Foundation Visiting Scholar
I was selected as the visiting scholar to St. Norbert College. This was a year appointment that allowed me to serve in the capacity as visiting instructor to present lectures in the areas of History, Development, Education, Social Justice and Racial Equality classes during the regular school year.

Support for this special appointment was provided from the Lilly Foundation under the supervision of the Cultural Diversity program at St. Norbert College.
